Preston-Royal planned development goes to Dallas Council Oct. 14

The request would replace a 54-foot community retail limit with towers of up to 240 feet, according to press reports.

A proposed planned development district at Preston Road and Royal Lane is on the Dallas City Council agenda for Oct. 14. City staff and the City Plan Commission both recommend approval. CandysDirt reported the plan as an $800 million mixed-use project from Burk Interests and Greenway Investment Company.

For developers and land buyers, the vote shows how far Dallas will stretch height limits in an established retail corridor.

Why it matters

The city’s agenda item, file 26-2960A, covers zoning case Z-26-000007. It asks for a new Planned Development District on land zoned CR Community Retail and P(A) Parking. The site sits on the south line of Royal Lane and the west line of Preston Road, north of Orchid Lane.

City staff recommend approval subject to a development plan and conditions. The City Plan Commission also recommends approval on the same terms. The city marks the request as in alignment with ForwardDallas.

The city lists the case under zoning cases, consent. NBC DFW reported growing neighborhood opposition, so the consent placement does not settle the outcome.

The numbers

The city record does not carry the project’s cost or building heights in the item we pulled. Those figures come from press reports and are unverified against the staff report.

  • CandysDirt reported an $800 million project from Burk Interests and Greenway Investment Company.
  • CandysDirt reported the current plan as a 19-story hotel with condos at 240 feet, an 18-story multifamily tower at 210 feet, and a 12-story office building at 190 feet.
  • The same outlet put the current height limit at 54 feet. An earlier version was reported as a 28-story hotel and a 24-story multifamily tower.
  • NBC DFW reported growing neighborhood opposition, and CandysDirt cited about 4,000 petition signatures.

What’s next

Council members hear the case at the Oct. 14 meeting, per the city agenda. The hearing has already slipped once: the city’s notes on the file show an earlier version was deleted from the Sept. 9, 2026 final agenda. The same meeting also takes up a University Hills lease deal.
