The Dallas City Council is being asked to approve a new planned development district at Preston Road and Royal Lane that press reports have pegged at an $800 million mixed-use project. The council deferred its vote on the request to Nov. 10, according to the city’s own zoning record.

For developers watching Dallas height fights, the delay is the second slip on this case and keeps the project’s fate open past the date this desk previously reported.

Why it matters

The city’s agenda item, file 26-2960A, covers zoning case Z-26-000007. It asks for a new Planned Development District on land zoned CR Community Retail and P(A) Parking, on the south line of Royal Lane and the west line of Preston Road, north of Orchid Lane. The applicant is tied to Burk Interests and Greenway Investment Company, according to prior reporting on the case.

The matter had been set for the council’s Oct. 14 meeting. The city’s Legistar record now lists the item’s status as Deferred, with an enactment entry reading “DEFERRED TO NOVEMBER 10, 2026 BY COUNCILMEMBER WILLIS” under resolution number 26-1574. No vote on the zoning request has occurred.

The numbers

The city record we pulled does not carry a project cost or building heights. The $800 million figure and the project’s tower heights come from press reports, not the zoning file itself.

  • $800 million: reported project estimate for the mixed-use plan, from Burk Interests and Greenway Investment Company, per prior press and desk reporting.
  • Z-26-000007: the zoning case number tied to file 26-2960A.
  • Nov. 10, 2026: the new council date, per the city’s Legistar enactment record.

What’s next

The council takes the case up again on Nov. 10. Nothing in the city record shows how council members will vote, and the deferral itself does not favor approval or denial. Neighborhood opposition flagged in earlier coverage of this Preston-Royal case remains unresolved heading into the new date.
