RocaPoint's $2B Downtown Pompano Beach Overhaul Draws $18M Penthouses

A blue-collar fishing town is now selling penthouses for more than most South Florida houses cost to build.

Pompano Beach spent decades as Broward County’s low-key fishing town, bait shops and charter boats wedged between glitzier Fort Lauderdale and Boca Raton. Now RocaPoint Partners is remaking 75 acres of its downtown into a $2 billion, 4-million-square-foot district anchored by a new city hall, and blocks away, Related Group’s Waldorf Astoria Residences has closed penthouse sales at $17.1 million and $18.1 million, both records for the city.

Why it matters

Pompano just proved South Florida’s next-frontier pitch twice over. The city picked RocaPoint as downtown master developer in 2023 after a competitive process, and the joint venture has since moved into execution, soliciting Phase I infrastructure contractors this year for the stormwater, utilities and site work that precede vertical construction and the new city hall. Separately, the Waldorf Astoria’s record penthouse contracts, alongside towers underway from Ritz-Carlton, Armani/Casa and W Residences, show land basis in South Florida’s Broward markets now supports true luxury underwriting, not just the attainable housing the city was known for.

The numbers

RocaPoint’s downtown plan runs to $2 billion across 75 acres, combining retail, residential, office, hotel, civic and public space around the new city hall. Two miles east, the Waldorf Astoria Residences, developed by Related Group and Merrimac Ventures with Hilton, is a 28-story, 92-unit tower on two acres of oceanfront that topped out this spring more than 85 percent under contract, ahead of a summer 2027 completion. Its two record penthouse contracts, $17.1 million and $18.1 million, are the highest closed prices the city has recorded.

What’s next

RocaPoint’s Phase I infrastructure RFP has closed, and the master developer is working toward the parking deck and city hall that anchor the plan before private towers rise on the remaining acreage. The city marked Florida’s inaugural Redevelopment Week on September 2, with CRA director Nguyen Tran crediting tax-increment financing for the buildout: TIF “attracts big investment with no new burden on the taxpayers.” With the Waldorf nearing sellout, the Ritz-Carlton, Armani/Casa and W towers are the next test of whether Pompano’s new penthouse pricing holds.
