San Antonio Issues $113.5M Permit for Donop Road Building

The permit record itself names no company, but the site's scale and a third-party facility listing point to a hyperscale build.

The City of San Antonio’s Development Services Department issued a $113.5 million commercial new-building permit on Oct. 14 for a 177,731 sq ft structure at 12807 Donop Rd, in Council District 3 on the city’s far southeast side. The permit, COM-BLG-PMT26-40200489, names no corporate developer on its face, only an individual point of contact, but a data-center facility tracker identifies the address as an Amazon Web Services site, a match consistent with the project’s scale and valuation.

Why it matters

A $113.5 million declared valuation on one new-building permit is a large job by any local measure. Its cost per square foot fits hyperscale data-center construction, not a conventional warehouse or office. San Antonio and the broader CPS Energy service territory have drawn growing scrutiny over data-center power demand, and a facility of this scale adds to that load regardless of which company ultimately operates it. The municipal permit record does not confirm an operator, so the Amazon Web Services identification rests on third-party site tracking, not on the city filing itself.

The numbers

The permit was submitted May 26, 2026 and issued Oct. 14, 2026, a 141-day review. The declared valuation is $113.5 million across 177,731 sq ft, about $639 per sq ft, well above typical warehouse or office buildout costs and in the range data centers run once raised floors, generators and cooling plant are counted in the permit value. Electrical, mechanical, plumbing and sewer permits were issued under the same permit number on the same day, with no separate valuation. The record lists the job as Building No. 2 at the address.

What’s next

Issuance clears the building permit for construction to begin at 12807 Donop Rd; San Antonio’s Development Services Department does not publish a construction timeline on the permit itself. The desk will track any CPS Energy interconnection filings that would independently confirm the data-center identification.
