- Public record
New Braunfels City Council meets Nov. 9 with three rezoning ordinances up for second and final reading, and one of them is a repeat appearance from Blackbird Development Group. The firm’s request to add a short-term rental overlay to a 0.21-acre lot at 1064 Comal Avenue is item 26-1312. Nothing is decided until council votes, so all three requests remain proposed.
Our Oct. 21 coverage of the Blackbird request reported a first reading set for Oct. 26. The agenda now lists the same lot as a second and final reading, the step that would complete the change if council approves it. This report adds the two other zoning items on the same agenda.

Why it matters
Two of the three items ask for the same tool: a special use overlay that lets a residence be rented short term, on a Comal Avenue lot and an East Austin Street lot. For a builder or buyer eyeing a nearby commercial parcel, an approval would show the overlay can attach to commercial lots there. The third item is commercial office zoning on a larger tract along State Highway 46 South.
The numbers
- Item 26-1312: about 0.21 acre at 1064 Comal Avenue, C-3 (Commercial District) to C-3 SUP, requested by Blackbird Development Group.
- Item 26-1311: about 0.16 acre at 242 East Austin Street, C-1 (Local Business District) to C-1 SUP, the same short-term rental overlay.
- Item 26-1310: about 2.6 acres at 1283 State Highway 46 South, from R-2 AH and APD AH to C-O AH (Commercial Office, Airport Hazard Overlay), requested on behalf of an estate.
Combined, the three sites cover about 2.97 acres. The agenda carries no sale price, loan amount or construction value for any of them, and the sites sit in Comal County, whose clerk deed index we have not wired, so no deed or financing figure is cited.
