An applicant named Lake Park Associates, Inc. is proposing a multi-phase Institutional Planned Development at 370 East Garfield Boulevard in Washington Park, with a University of Chicago Medical Center pathology laboratory as Phase I. The Chicago Plan Commission is scheduled to hear the proposal on Nov. 19, and it is a proposal as filed, not an approval.

Why it matters

The site is currently zoned RS-3, a residential single-unit district. The applicant proposes to rezone it to C1-3 neighborhood commercial and then to an Institutional Planned Development, which would allow a mixed-use institutional campus built in phases. For a hospital system, that route is a way to lock in density and uses for later phases before they are designed.

The agenda describes Phase I only: a five-story UChicago Medicine pathology laboratory, a six-story accessory parking garage and a landscaped pedestrian plaza. It does not describe later phases, so what follows the lab is not public in the agenda text.

The numbers

The maximum overall floor area ratio for the planned development would be 3.0, according to the agenda. The agenda does not state a project cost, a square footage, a unit count or a construction schedule, and we have not seen the as-filed application, so those figures are not reported here. The lab is five stories and the garage six, which means the parking structure would be taller than the building it serves.

What’s next

The Plan Commission hearing is Nov. 19. A favorable recommendation would still send the zoning change to the City Council, which makes the final decision. Watch whether the as-filed application names later phases or additional users, since the institutional designation covers more than a lab. The same hearing includes a proposed 59-unit building on Sheridan Road, covered in our Edgewater report. More local news is on the Chicago market page.
