Bexar County weighs $14M bonds for Westside 211 district

The order would not raise or spend county money directly. It would let a special district issue its own tax-backed bonds for infrastructure.

Bexar County Commissioners Court is being asked, on its Oct. 27, 2026 agenda, to consent to the issuance of up to $14 million in bonds for the Westside 211 Special Improvement District, with the money earmarked for road and utility work inside the district. The item has not been voted on. It is a proposed order, not a completed financing.

Why it matters

A Special Improvement District lets a defined area tax itself through an ad valorem levy and a subordinate sales and use tax to pay for roads, water and sewer lines before a developer builds out. The county is not lending its own credit or writing a check. Its Commissioners Court is asked to consent to the district issuing the bonds, a step state law requires before the district can borrow against its own tax base. If the court approves the order, the Westside 211 district moves a step closer to funding the infrastructure a builder would otherwise have to front, which is typically the difference between a stalled parcel and one ready for permits.

The numbers

The agenda item is an order consenting to the Westside 211 Special Improvement District issuing Limited Ad Valorem Tax and Subordinate Lien Sales and Use Tax Bonds, Series 2026, with proceeds directed to road and utility work in the district. The agenda sets the bond amount “in the amount of $14,000,000,” which is the authorization being sought, not money already spent or a completed sale. The agenda does not carry a term, interest rate or specific road list in the portion we reviewed. The agenda does not spell out the district’s boundary. The name points to the State Highway 211 corridor west of San Antonio, which we have not confirmed from the record.

What’s next

Bexar County Commissioners Court takes up the item at its Oct. 27, 2026 meeting. Until the court votes, the bonds are not authorized and no money has moved. A yes vote would let the district’s board proceed with issuing the Series 2026 bonds; a delay or a no vote would leave the district’s infrastructure financing on hold. More: San Antonio.
