The sequence shows a buyer who arrived with a design in hand. The filing names Nikolai Katz Architect as applicant, and the job description reads “proposed new 11 story and cellar 65 unit residential unit.” For builders and brokers watching Bronx land, a three-week gap between closing and a full New Building filing marks a site bought for a specific envelope, not held for resale. A filing is a proposal, not an approval: DOB lists the job in Plan Examiner Review as of Sept. 30.

The filing has to clear plan examination before DOB can approve permits.
