A 21-story, 114-unit mixed-use building is now on file with the Department of Buildings at 1686 Selwyn Avenue in the Bronx, and the lot it sits on is listed by the city as owned by the New York Public Library. The filing carries 130,349 square feet and a library on the community-facility side.

For builders and housing developers, a library lot with air rights above it is the template to watch: the public owner keeps the ground-floor use, and the housing goes up above it.

Why it matters

DOB NOW job X01469308-I1 was filed on 2026-11-02 and sits in plan examiner review as of 2026-11-04. The description proposes a 21-story building with residential use and a library community facility, with a new certificate of occupancy. The owner field on the filing reads “Not Applicable,” so the filing itself does not say who will build or finance it.

The city’s PLUTO lot file fills in the land side. Block 2824, lot 34 is listed to the New York Public Library, with a two-story, 12,496 square foot building from 1957 on an 8,864 square foot lot zoned R8. The filing’s owner type is recorded as a city agency. We have not seen a ground lease, deed or development agreement on the lot, so no developer, lender or partner is named here.

Contractors, architects and consultants who bid on public-private projects should look at who is attached to the lot before the procurement notice appears. More Bronx coverage sits on the New York market page.

The numbers

  • Stories proposed: 21
  • Dwelling units proposed: 114
  • Total construction floor area: 130,349 sf
  • Existing building: 12,496 sf, two stories, built 1957
  • Lot area: 8,864 sf, zoning R8
  • Filing date: 2026-11-02
  • Initial cost field on the filing: $0, a placeholder, not a budget

At 114 units over 130,349 square feet, the filing works out to roughly 1,140 gross square feet per unit including the library space. That is a filing-stage ratio and will move as drawings are examined.

What’s next

The filing has to clear plan examination before any permit is issued, and an initial-cost figure of zero means no construction budget is public yet. The next records to watch are a deed or ground lease recorded at the City Register against the lot, a mortgage, and the owner and contractor fields on later DOB filings.

We will update this when a recorded document names a developer. Until then this is a proposal on file, not an approved or funded project.
