Octavia Coffee ordered out after 198 Court Street vault collapse

A Class 1 ECB violation on Sept. 26 cites the owner of 198 Court Street, Cobble Hill, after a sidewalk vault collapsed. It says: vacate the coffee shop.

The owner of 198 Court Street in Cobble Hill, 198 Court LLC, was cited on Sept. 26 after a sidewalk vault in front of the Octavia coffee shop collapsed. The Department of Buildings inspector’s violation ends with three words: “vacate Octavia coffee shop.”

For a landlord, that turns a rotted support into a lost tenant. The ECB record says a section of concrete slab fell and the wooden support for the metal angle irons had rotted.

Why it matters

Vaults under Brooklyn sidewalks are the owner’s responsibility, and this one failed on a ground-floor retail space. For contractors and engineers, a Class 1 citation on a vault usually means an emergency shoring scope. For brokers, a commercial tenant told to leave is vacancy that can outlast the repair.

The numbers

The violation is Class 1, cites section 28-301.1 (failure to maintain the building in a code-compliant manner), and carries a $2,500 penalty, none of it paid. The hearing is set for Dec. 2 and is pending.

This is not the building’s first structural citation. The ECB file for the address holds seven records, including two earlier Class 1 items: a 2013 crane-safety summons and a 2020 report of a six-foot brownstone header falling from above the fourth-floor windows. A 1995 record describes brickwork from the fourth story landing on the sidewalk.

The last deed on file for the lot, dated March 2, 2016 at $0, runs to 198 Court Street LLC. The violation names 198 Court LLC at 235 Court Street. The names differ slightly, so we treat the match as likely, not confirmed. A $750,000 mortgage dated Aug. 22, 2022 was later satisfied.

What’s next

We found no HPD vacate order for the building, so it is unclear whether “vacate” is a formal order or the inspector’s instruction on the violation. Whether the shop has reopened, and whether anyone was hurt, is not in the record. The hearing on Dec. 2 will show whether the owner contests the citation.
