Artifact Files to Raze 3 Allen St. Buildings for 9-Story Hotel

Artifact, the Harlem-based developer, filed to demolish all three two-story buildings at 23, 25 and 27 Allen Street on Oct. 7, 1,407 days after the $5,000,000 deed on No. 25, according to city building and land records.

Why it matters

The demolition filings are the first hard paper behind a hotel that, as EV Grieve reported, has been proposed for the Lower East Side block between Canal and Hester streets. For a developer, the sequence is the assemblage playbook: close on the anchor lot, line up the neighbors, then clear the site. For GCs and demolition contractors, three jobs filed the same day on adjoining lots point to one coordinated start, not three separate projects. Nothing is approved. All three filings sit in plan examiner review. Related coverage lives on our New York market page.

The numbers

The three DOB NOW jobs are M01451264-I1 (23 Allen), M01451276-I1 (25 Allen) and M01451285-I1 (27 Allen). Each is a full demolition of a two-story building with an initial cost of $50,000, and each lists Artifact as the owner business.

The deed on No. 25 was dated Nov. 30, 2022, recorded Dec. 12, 2022, at $5,000,000, to 25 Allen Street Opportunity LLC. On the city’s 2,239 square foot lot, that is about $2,233 per square foot of land. Our tally of the three parcels shows 6,590 square feet of combined lot area in a C6-1G zoning district, with 11,396 square feet of existing building area.

EV Grieve describes the proposal as a roughly 40-room hotel of nearly 40,000 square feet with ground-floor retail. By our arithmetic, that is about 6 square feet of building for every square foot of assembled land. We did not find a DOB New Building filing for the hotel yet, and the city’s records do not show deeds to Artifact for Nos. 23 or 27, so how those lots are controlled is not confirmed.

What’s next

EV Grieve reports a committee review of the proposal on Oct. 14 at 6:30 p.m. The next paper to watch is a DOB New Building filing, which would confirm the story count, room count and floor area. Until then, the demolition jobs are pending, and the 9-story hotel remains a proposal.
