374 Wallabout St: $10K Fine for Working Through Stop-Work Order
Seven ECB violations since Sept. 11 now carry $31,150 in pending penalties at the Brooklyn lot.
The city fined Joel Fried $10,000 on Sept. 17 for continuing work at 374 Wallabout Street in Brooklyn while the site was under a stop-work order, according to Department of Buildings (ECB) violation 39204612Z.
Why it matters
The record describes two workers on a boom lift weatherproofing the adjacent property at the lot’s second exposure while the jobsite was under a full stop-work order. Weatherproofing a neighbor’s exposed wall is the kind of work a demolition leaves behind, though the violation does not say why the wall was exposed.
That context comes from the other citations at the same address. DOB cited a full demolition of a 3-story building without a permit on Sept. 11, and on Sept. 29 a Class 2 violation described a 3-story building with 6 Class A apartments fully demolished with no permit, no notification before work and no notice to utility companies. The record does not list the date of the original stop-work order, so we do not state it.
City records name Joel Fried as the owner and as the respondent on both violations, with a Myrtle Avenue address. DOB NOW shows no demolition or new-building filing under this building’s identification number; its most recent filings are 2022 and 2023 boiler and alteration jobs on the former 6-family.
The numbers
The stop-work violation is Class 1, the most serious ECB class, with $10,000 imposed, nothing paid and a hearing set for Nov. 25 at 10:30 a.m. Across all seven ECB violations at the lot since Sept. 11, penalties imposed total $31,150, including $6,250 for work contrary to a debris-removal order and $2,500 each for three work-without-permit citations.
The lot is 2,500 square feet and zoned R7A, per city tax records, which listed six residential units before the demolition. Our ACRIS search for the address returned no recorded sale documents, so we cannot say when Fried acquired the property or for how much.
