A surface parking lot at 38 8th St in San Francisco’s Mid-Market district has drawn a proposal for a 40-story residential tower more than twice as tall as what the site’s base zoning allows. San Francisco Planning case 2026-007478PRJ, under review since Aug. 20, 2026, shows developer Manna Capital seeking approval to build 288 units, including 38 affordable, on behalf of property owner Aslanian 2006 Revocable Trust.

The filing describes a 433-foot, 10-inch tower, measured to the top of its mechanical penthouse, with a six-level podium garage holding 107 car spaces and 161 bicycle spaces. The project is in San Francisco’s C-3-G district, where the underlying height limit is 180 feet and form-based density rules would otherwise cap the project at 125 units.

Why it matters

The site’s base zoning would allow roughly 125 units and a 180-foot building. The proposal more than doubles that unit count and more than doubles the height limit, city filings show, by invoking state density bonus law, which lets developers exceed local zoning caps in exchange for including affordable units. If approved, it would be among the taller residential additions to a stretch of Mid-Market that has seen little new construction since the pandemic emptied out nearby office and retail space.

The numbers

The application proposes 288 units: a mix of studios, one-bedrooms and two-bedrooms, with 38 set aside as affordable. Parking would be valet-serviced, using a vehicle elevator to move cars between levels of the garage, which is designed to hold 107 vehicles. The project would add roughly 231,500 square feet of housing to a parcel, APN 3701/005, currently used as surface parking.

What’s next

The case remains under review with San Francisco Planning. No hearing date has been scheduled in the city’s public record. Because the project relies on a density bonus and seeks multiple zoning waivers, including for height, bulk and setbacks, it will need further planning sign-off before any construction could begin. The filing does not include a construction timeline.
