Boerne Moves to Annex 13.4 Acres on IH-10 for Kia Dealership Site
Second-reading ordinances would annex the IH-10 tract, rezone it to C3 and grant a special use permit tied to an attachment titled for a Kia dealership.
Boerne’s city council is scheduled to take up three second-reading ordinances on its Oct. 27 agenda that would annex approximately 13.4 acres in the 31300-31400 block of IH-10, rezone the tract and grant a special use permit for an automobile dealership. The annexation ordinance, Ordinance 2026-15, names Tusculum II LLC as the property owner requesting it.
Why it matters
A second reading is the final council vote on an ordinance, so Tuesday’s meeting is the step that would make the annexation and rezoning final. As of this morning the Legistar record lists the items as “Agenda Ready” with no action history, so all three ordinances remain proposed, pending the council’s vote. The companion zoning ordinance, Ordinance 2026-16, would move the tract from the HOL interim district to C3 Community Commercial, the zoning base needed for retail and auto-related uses along the IH-10 frontage.
The numbers
The annexation covers roughly 13.4 acres identified by Kendall Appraisal District parcel numbers 12218, 12222, 12220, 12178, 12207, 12183 and 12182. A third ordinance, 2026-17, would grant a special use permit for automobile sales with accessory automobile service inside the new C3 district, conditioned on the rezoning taking effect. The permit’s own attachment in the Legistar record is titled “AIS - Second Reading KIA SUP,” tying the request to a Kia dealership rather than a generic commercial tenant. No dealership operating name or purchase price appears in the public record.
What’s next
If the council approves all three ordinances, the tract moves fully into the city, carries C3 zoning and clears the land-use path for an auto dealership on IH-10. A separate resolution on the same Legistar meeting, covering a different 6.46-acre annexation request on Johns Road, sets a public hearing for that unrelated property on November 10 and is not part of this IH-10 action. Site and building permits for the dealership itself would be the next records to watch once annexation and zoning are final.
