Breaking Ground Files 269 Units in LIC, 150 Days After $12M Deed
The nonprofit supportive-housing developer closed on the Long Island City site for $12 million and had a 269-unit filing in the DOB queue before the summer was over.
Breaking Ground II Housing Development Fund Corporation, an arm of the nonprofit supportive-housing developer Breaking Ground, paid $12 million for a Long Island City site on May 19 and had a 269-unit, 16-story New Building application in the DOB queue 150 days later, per ACRIS and DOB NOW Build records.
Why it matters
Breaking Ground is one of the city’s largest operators of supportive and affordable housing, and a 269-unit filing is a scale move, not a toehold purchase. The deed, document 2026060101168001, shows Yardley Associates, LLC selling 37-25 21st Street to Breaking Ground II Housing Development Fund Corporation for $12,000,000. The DOB NOW filing lists the same BBL, 4003640006, and names “Breaking Ground” as the owner on record, the same sponsor behind the buying entity. For a Long Island City site that size, going from closing to a filed, unit-specific plan in five months is fast, and it signals the project was designed and financed well before the ink on the deed dried.
The numbers
Job Q01473907-I1, filed Oct. 16, 2026, proposes 16 stories and 269 dwelling units, all new construction, across 228,257 square feet of floor area, with architect of record Mark Ginsberg. That is 150 days after the $12 million deed recorded May 19. The filing is still pending plan examiner assignment, meaning no permit has issued yet, so the unit count and stories are the applicant’s proposal rather than an approved final plan. Long Island City, directly across the East River from Manhattan, continues to draw large-scale residential filings even as most of its waterfront towers are long finished, and this one sits inland in the Queens Plaza / Court Square corridor near the 7, E, M, and G trains.
What’s next
The filing’s status will move through DOB’s plan examination before any permit issues, and nothing in the public record yet states a construction start date or financing source for the project. We will track the permit history on BBL 4003640006 for the next milestone.
