Worker Injured in Scaffold Fall at Volk Industrial Site

A worker fell from a scaffold on the third floor of an interior demolition site on Sheepshead Bay Road in Brooklyn and suffered a back injury, according to Department of Buildings records. The city cited the contractor, Volk Industrial Services, on two Environmental Control Board counts tied to the same incident, each carrying a $5,000 penalty, both still pending a hearing.

Why it matters

The citations describe a worker using a scaffold that failed to safeguard persons affected by the demolition work, the standard the department applies when a site’s protective measures do not hold up during active construction. DOB issued the two violations, 39560167K and 39560168M, against the same building identification number, 3247005, and the same tax lot, BBL 3087700013, both dated October 5, 2026. One count was filed at Class 1 severity, the department’s top tier for conditions it treats as an immediate safety hazard.

For a demolition contractor, a Class 1 citation tied to a reported worker injury carries weight beyond the $5,000 fine. It becomes part of the record regulators and insurers check before approving the next permit, and it lands at a company that New York City records show has been cited repeatedly over the past two years.

The numbers

Volk Industrial Services, based at 599 North Maple Avenue in Ridgewood, New Jersey, has accumulated at least 18 other ECB violations across its New York City job sites since early 2024, according to the city’s Open Data ECB violations file. Those prior cases span multiple boroughs and include two other Class 1 citations, both for starting demolition work without the required advance notice to the department. The bulk of the remainder are Class 2 citations for job-site fencing, scaffold permitting and sidewalk protection lapses.

The two new counts from the Sheepshead Bay Road incident remain in PENDING hearing status, with a hearing date set for December 9, 2026, and the full $5,000 balance due on each outstanding as of this report.

What’s next

Both violations go to an ECB hearing in December, where Volk Industrial Services can contest the citations or move to resolve them, as the company has done with most of its prior cases. Neither count has a certificate of correction filed yet. The pattern mirrors other Brooklyn demolition sites the department has flagged this month, including a separate stop-work defiance case involving a different set of building owners, underscoring that enforcement against active demolition contractors has intensified across the borough this fall.

This article will be updated if the hearing produces a final penalty or if DOB records show additional violations tied to the same incident.
