Build NYC Resource Corp Backs $29.1M Mortgage in the Bronx

The mortgage is recorded. What the agency's money is actually building at 411 Wales Avenue is not, at least not yet in any public filing we could find.

Build NYC Resource Corporation, the New York City Economic Development Corporation affiliate that issues tax-exempt bond financing, recorded a $29.14M mortgage on a Bronx address on Wales Avenue on October 22. The borrower is a single-purpose entity, NCS 411 Wales, LLC, and the record does not say what NCS stands for or what it is building.

Why it matters

That kind of borrower name, an entity built around a single street address, is the standard structure Build NYC uses to finance a specific nonprofit or community facility: a school, a health clinic, a cultural organization, or a social-services provider that qualifies for below-market, tax-exempt debt. We are reporting the mortgage as recorded and naming the lender and borrower exactly as they appear on the document; we have not identified a real operating organization behind “NCS” and are not guessing at one.

What the agency is not disclosing, at least not in any public filing we could locate, is what “NCS” stands for or what gets built or run at 411 Wales Avenue with the proceeds. Build NYC’s own 2026 board agendas and meeting minutes, which is where new bond transactions are normally announced before they close, do not name Wales Avenue or an NCS-affiliated borrower in any session through September. For an operator tracking who else is active in the Mott Haven/Melrose corridor along Wales Avenue, that is the actual signal here: a nine-figure-adjacent public financing landed on the street without the usual paper trail identifying the sponsor.

The numbers

  • $29.14M mortgage, recorded October 22, 2026, dated October 1, 2026
  • Lender: Build NYC Resource Corporation
  • Borrower: NCS 411 Wales, LLC
  • Document type: MTGE (mortgage), CRFN 2026000301265, doc_id 2026101900187011
  • Borough: Bronx

A loan this size from Build NYC sits well above the agency’s smaller charter-school and clinic deals and closer to its larger multi-building nonprofit financings, which is consistent with either a ground-up facility or a multi-parcel assemblage rather than a single rehab.

What’s next

We could not independently confirm the project scope, the NCS entity’s parent organization, or whether 411 Wales Avenue is a new build or an existing property being refinanced, because the record itself does not say and the agency’s public board documents have not caught up to it. We are not reporting a guess in place of that gap. Developers and nonprofits working the Wales Avenue corridor should expect more detail to surface when Build NYC publishes its next board minutes or when a DOB filing attaches to the address; we will follow the record. Build NYC backed a similarly structured Bronx bond mortgage for Equality Charter School at 801 Bartholdi in October, and more of this cycle’s New York financing activity is tracked on our New York hub.
