CIM Group's 109-Unit Hollywood Project Clears Final Appeal
The LA City Council voted 12-0-3 to deny appeals against CIM Group's 109-unit Hollywood project at 6007 Sunset Blvd.; the entitlement is now final.
CIM Group’s entitled, 109-unit mixed-use project at 6007 Sunset Blvd. in Hollywood can now proceed without further appeal. The Los Angeles City Council voted 12-0-3 on Oct. 20, 2026 to adopt Council File 26-1193, sustaining the Planning and Land Use Management Committee’s Oct. 13, 2026 recommendation to deny the appeal(s) and uphold the Department of City Planning’s determination. The City Clerk recorded the Council’s action as final on Oct. 21, 2026, closing out the case.
Why it matters
This is the second time in two years that neighbors have forced CIM Group’s Hollywood site back to City Hall, and both times the city’s own planning determination has held. For builders using the state density bonus program along Sunset Boulevard, where entitlement fights have been frequent, a result this one-sided, three council members were absent but none of the 12 who voted opposed adoption, is a signal that the city’s PLUM Committee and Planning Department are willing to back an already-entitled density bonus deal against a second round of neighborhood objections. That makes the entitlement itself more bankable for lenders and equity partners evaluating CIM Group’s financing on the project, and it narrows the path other appellants can expect to take against similar Sunset Boulevard projects going forward.
The City Clerk’s online record does not name the appellant or detail the substance of the objection; it lists an Appeal Application and Appeal Justification as attachments without reproducing their text.
The numbers
The underlying entitlement, case CPC-2021-1557-DB-SPR-HCA-M1-1A, covers a seven-story building with 109 residential units, ground-floor retail and 196 parking stalls, built using a 20-unit density bonus, 23% above the 90 units otherwise allowed on the site. In exchange, CIM Group set aside 14 of the apartments as deed-restricted affordable units. The Council’s Oct. 20, 2026 vote was 12-0-3, with three members marked absent and none opposed.
What’s next
With the Council action final as of Oct. 21, 2026, CIM Group’s entitlement at 6007 Sunset Blvd. is no longer subject to this appeal, and the project can move toward construction on the approved 109-unit scope. We first reported the appeal as pending ahead of the Oct. 20 hearing in CIM Group’s Hollywood Development Heads Back to City Hall; for more on how density bonus deals are playing out across the region, visit Los Angeles.
