CIM Group's Hollywood Development Faces Council Appeal

An appeal tied to developer CIM Group's entitled Hollywood development at 6007 Sunset Blvd. goes to City Council Oct. 20 after PLUM recommended denying it.

An entitled, 109-unit mixed-use project that CIM Group has been advancing at 6007 Sunset Blvd. in Hollywood is headed back to the Los Angeles City Council after a Planning and Land Use Management Committee report recommended denying an appeal filed against a modification of the project’s entitlement. The council file, CF 26-1193, was initiated by the Department of City Planning and received by the City Clerk on Aug. 20, 2026, and the full council is scheduled to consider it on Oct. 20, 2026.

Why it matters

The project is one of Hollywood’s more visible uses of the state density bonus program, and the appeal shows that even an already-approved, already-under-construction density bonus deal can still be pulled back to the council for another round before it is fully settled. Builders using density bonus incentives along Sunset Boulevard, where entitlement fights have been common, have reason to track how the council disposes of this item on Oct. 20.

The underlying case, CPC-2021-1557-DB-SPR-HCA-M1-1A, traces back to an original 2021 filing that has been modified more than once, most recently drawing the appeal now in front of the full council. The City Clerk’s record does not name the appellant or spell out the substance of the dispute in the portion of the file available online; it identifies only that a modification of entitlement and an appeal are what the council will act on.

The numbers

CIM Group’s plan calls for a seven-story building with 109 residential units, ground-floor retail and 196 parking stalls, using a density bonus of 20 units, 23% above the 90 units otherwise allowed on the site, according to project coverage tied to the case. In exchange for the bonus, the developer has set aside 14 of the apartments as deed-restricted affordable units. The project has grown over time: an earlier 2017-era version of the same site called for roughly 63 apartments before the current, larger plan was entitled.

The council file shows a City Clerk receipt date of Aug. 20, 2026, a PLUM Committee vote against the appeal on Oct. 13, 2026, and a last-day-to-act window the clerk lists as Oct. 23 to Oct. 24, 2026, which is why the matter is on the council’s Oct. 20, 2026 calendar.

What’s next

The City Council is set to consider CF 26-1193 on Oct. 20, 2026, with the PLUM Committee’s recommendation on the table to deny the appeal and sustain the Department of City Planning’s determination. Nothing has been decided by the council itself as of this writing, and the project’s entitlement stands as approved unless the council acts otherwise. Case details, including who filed the appeal, can be pulled directly from the file at the City Clerk’s portal ahead of the hearing.
