An ordinance pending before the Chicago City Council would amend the tax increment financing agreement behind a 61-unit affordable senior housing redevelopment at 1539 North Pulaski Road, the record shows, with the measure still sitting in committee and not yet put to a Council vote.

Why it matters

Chicago’s City Council is being asked to amend the tax increment financing agreement behind the Hispanic Housing Development Corporation’s redevelopment at 1539 North Pulaski Road in Humboldt Park. The record, O2026-0029408, would amend the existing redevelopment agreement with 1539 N. Pulaski Road HHDC LP, 1539 N. Pulaski Road Charitable Corporation and Hispanic Housing Development Corporation. It is an ordinance, introduced October 14, 2026, and it is still in the Committee on Finance. It has not passed.

The underlying project adaptively reuses the historic Pioneer Arcade Building, adding new construction on an adjacent lot, to create affordable housing for very low income seniors. HHDC’s own site, in a November 2025 announcement, describes the project as fully funded with $13.24 million in TIF assistance toward a $36.22 million total development cost. The Clerk’s filing for the new ordinance does not state a dollar amount for what this first amendment would add or change, so the proposed scope of the change is not yet public beyond the fact that an amendment is pending.

The numbers

The project as originally financed totals 61 affordable units, 58 one-bedroom units and three two-bedroom units per HHDC, with one reserved for a resident manager, with the TIF commitment set at $13.24 million against a $36.22 million total cost. Those figures come from HHDC’s own account of the fully funded project and from the 2025 agreement that this new ordinance would amend, not from the pending filing itself, which does not carry a new dollar figure as introduced.

What’s next

The ordinance remains referred to the Committee on Finance, with no committee hearing date listed in the Clerk’s record as of this filing. It would need a committee vote and then a vote of the full City Council before taking effect. Until then, the amendment is proposed, not adopted, and the terms of the original 2025 TIF agreement for the project remain the operative deal.
