Kroger files $24M TDLR registration for new Hockley store
Kroger Texas L.P. registered a $24.0M ground-up grocery store for Hockley with the state, a 100,064 sq ft location set to break ground in December.
Kroger Texas L.P. registered a new $24.0M grocery store for Hockley with the Texas Department of Licensing and Regulation, declaring a 100,064 sq ft ground-up build at 26217 Betka Road in Harris County. The TABS filing, registered Oct. 22, lists Naos Design Group as the project’s design firm and marks the site as Kroger #189.
Why it matters
A TDLR TABS registration is the state’s record of a planned commercial project’s declared owner and cost, filed before construction begins. Kroger’s filing puts a new full-size store in Hockley, an unincorporated community in northwest Harris County along US-290. The registration describes the work as a new ground-up grocery store, not a remodel or expansion of an existing location.
The filing is privately funded, on private land, for private use, according to the registration.
The numbers
The registration lists a declared project cost of $24.0M and a building size of 100,064 sq ft. TDLR records an estimated start date of Dec. 12, 2026 and an estimated completion date of Dec. 3, 2027, putting the build at just under 12 months from groundbreaking to finish. The owner of record is Kroger Texas L.P., with a Cincinnati, Ohio address tied to parent company Kroger’s corporate offices. No tenant is listed separately from the owner, consistent with a company-operated store rather than a leased outparcel.
What’s next
TDLR registration is a declaration of intent to build, not a building permit; Harris County and any applicable utility district would still need to process site development and construction permits ahead of the December 2026 start date TDLR has on file. If the timeline holds, Kroger #189 would open in Hockley in late 2027. The American Developer will track Harris County permit filings and HCAD records for the Betka Road parcel as the project moves from registration toward groundbreaking.
