The Los Angeles County Board of Supervisors has adopted a new master plan for the L.A. General Medical Center campus in Boyle Heights, Urbanize LA reported Oct. 22, clearing a development team led by Centennial Partners, alongside Primestor and Bayspring Development, to build up to 3,200 homes, an environmental-review ceiling rather than a committed count, across the historic hospital grounds over the next 25 years.

Why it matters

A GC bidding Eastside work now has a 30-acre, county-owned site with a named developer and a multi-decade pipeline behind it, years before any vertical permit gets pulled. Subcontractors and trade partners have a reason to start calling Centennial Partners, Primestor and Bayspring Development now, not when the first tower breaks ground.

The numbers

The master plan covers roughly 30 acres surrounding the 19-story General Hospital building, including a 12-acre West Campus. Per Urbanize LA, the plan’s environmental study allows up to 3,200 homes, about 2.3 million square feet of residential use, though the outlet notes that figure is a ceiling set by the environmental review, not a committed unit count, and the project may never be built to maximum capacity. Other allowances in the plan include roughly 400,000 square feet of offices, 735,000 square feet of medical offices, 320,000 square feet of retail, 350,000 square feet of community facilities, 200 lodging rooms for patients and caregivers, a 450-bed, 400,000-square-foot hospital, and parking for 8,588 vehicles, phased in multiple stages over up to 25 years.

LA County’s own Opportunity LA County project page confirms Centennial Partners as the selected developer and lists a July 29, 2025 Board Action on “next steps” for the Centennial project master plan, but that page describes the 2026 master plan as still being prepared and cites a 25-acre West Campus footprint, a different figure than Urbanize LA’s 12 acres. This desk could not read a text copy of the board’s formal adoption record to resolve that gap, so the adoption itself is reported here as Urbanize LA’s account, not as independently confirmed against the board’s own document.

What’s next

The master plan sets the zoning and use envelope for a medical hub around the active hospital, a commerce hub with housing and retail on the West Campus, and a historic zone anchored by the General Hospital building itself. Individual phases, including the first residential and retail buildings, still need their own entitlements and permits before any contractor sees a bid package. Los Angeles developers and GCs watching the Eastside should track the county’s own project updates for the first phase to reach that stage.
