Legacy Five Developments has selected ANF as construction manager for Magnolia Point Phase 1, a 409-unit affordable housing project planned for SW 296th Street and Old Dixie Highway in the Leisure City area of unincorporated Miami-Dade County, with the word “Phase 1” doing a lot of work in that name.

Why it matters

Legacy Five is not a name with an established Miami-Dade track record. County property records tie the project to 296 Legacy LLC, registered at 7600 Red Road in South Miami, and we could not find another completed or permitted development under either name in the county. That makes Magnolia Point a debut-scale bet in exactly the corridor our South Florida readers keep asking about: deep South Dade, along the transit spine rather than the coast. ANF brings the track record the developer lacks. The Cutler Bay-based builder is simultaneously running Southpointe Vista Phase II, a 208-unit affordable project a few miles away for McDowell Housing Partners, and has delivered multiple South Dade affordable communities over four decades under CEO Al Fernandez.

The numbers

Phase 1 totals 409 units across five buildings, three rising six stories, one five stories, and one three stories, for roughly 476,183 square feet. Units range from studios to three-bedrooms, sized 771 to 1,163 square feet, alongside 7,510 square feet of neighborhood retail, a clubhouse, a pool and a playground. Reporting on the broader site describes Magnolia Point as a 13-acre buildout eventually reaching about 760 units, meaning Phase 1 accounts for roughly 54 percent of the total planned unit count. The site sits directly across from a South Dade TransitWay bus station and required rezoning from commercial and agricultural designations to a mixed-use corridor district before the project could move forward. Palenzuela & Hevia Design Group is the architect. Target completion is the third quarter of 2028.

What’s next

Neither Florida YIMBY nor Hoodline reported a construction start date, a general contractor’s notice to proceed, or the financing stack behind Phase 1, including whether Legacy Five is pairing Low-Income Housing Tax Credits with county or state affordable-housing funds. Unit-level income restrictions and a timeline for Magnolia Point’s later phases, which would roughly double the site’s unit count beyond Phase 1, also remain undisclosed. ANF’s CEO Al Fernandez called the assignment a chance to build “a transformative residential development” for the area, a claim the finished 409 units, and whatever comes after them, will have to answer to.
