ADD Land seeks Mixed Use on Riverside Farms Road land

ADD Land asks Austin for Mixed Use on Riverside Farms Road land (NPA-2018-0021.02), but the applicant has requested indefinite postponement.

NPA-2018-0021.02plan amendment case
Item 8Nov. 10 agenda
District 3council district

ADD Land, Ltd. and Charitable Holdings II are asking the City of Austin to change the future land use on property at 2424 1/2 Riverside Farms Road and 5100 and 5400 East Oltorf Street to Mixed Use, though the applicant has asked for indefinite postponement. The proposal, called Skyline Oltorf Mixed Use, is item 8 on the Planning Commission agenda for Tuesday, Nov. 10, 2026, which starts at 6 p.m. CT at City Hall.

Why it matters

A plan amendment is the first land-use step before a developer can seek the zoning that allows apartments, offices or retail together on a site. Changing the designation from Office and Rural Residential to Mixed Use would widen what can later be proposed on this East Riverside/Oltorf land in Council District 3. The agenda lists the request only. It does not show what ADD Land intends to build, and no site plan or unit count is attached to the item.

The numbers

The case is NPA-2018-0021.02. The agenda places the land in the Country Club Creek Watershed and the East Riverside/Oltorf Combined Neighborhood Planning Area. The owner and applicant are listed as ADD Land, Ltd. and Charitable Holdings II, represented by the law firm Armbrust & Brown, PLLC. The request reads “Office and Rural Residential to Mixed Use land use.”

Under staff recommendation, the agenda does not give a recommendation. It states “Applicant indefinite postponement request.” That means the applicant has asked to put the case on hold with no new date set. The agenda gives no acreage, and we are not reporting one.

What’s next

The Planning Commission can act on the postponement request or hear the case on Nov. 10. Any commission vote is a recommendation only, because City Council makes the final decision on a plan amendment. If the postponement is granted, the case would return to the commission agenda only after a new request is scheduled, and the public record would show that on a later posted agenda.
