Austin’s Planning Commission took up three rezoning packages for multifamily and mixed-use redevelopment at its Oct. 27 meeting. The largest is a six-parcel Airport Boulevard assembly whose owners want it shifted from commercial to mixed use.

Why it matters

The Airport and Koenig Multifamily case pairs a Commercial to Mixed Use land use amendment (NPA-2025-0018.02) with a rezoning from CS-NP to LI-PDA-NP (C14-2025-0115). It covers 5768 ½, 5800, 5826, 5900, 5900 ½ and 5908 Airport Boulevard in the Brentwood/Highland planning area. The PDA, a planned development agreement, sets project-specific terms, so the conditions written into it will define what can be built. The filing lists three limited liability companies as owners and names no operating brand.

A second site, 3405 and 3405 ½ Steck Avenue in North Shoal Creek, seeks a Neighborhood Node to Mixed Use Activity Hub/Corridor land use change (NPA-2026-0031.01). Its companion rezoning would move the site from LI to CS-DBC-45 (C14-2026-0047).

The third case, Woodward Mixed Use Flats (C14-2025-0051), covers 3426 ½ Parker Lane and 1710 through 1724 Woodward Street in East Riverside/Oltorf. Here staff diverges from the ask: the owner requested GR-DBC30, and staff recommends GR-CO-DBC30, adding a conditional overlay.

The numbers

Airport and Koenig Multifamily: six parcels, District 4, staff recommendation pending on the land use change. Steck Avenue: two linked cases, District 7, staff recommendation pending. Woodward Mixed Use Flats: MF-3 to GR-DBC30 requested, GR-CO-DBC30 recommended by staff, District 3. The agenda lists no acreage or unit count for any of the three.

What’s next

A Planning Commission vote is a recommendation only. Austin City Council decides every rezoning and land use change here, and the agenda record posts no commission outcome. Watch for the PDA conditions attached to the Airport Boulevard case before it reaches Council.
