Two small San Francisco infill projects have reached the Planning Commission through the state’s SB 423 streamlining route in the past three weeks, according to the Commission’s agendas: 3832 18th Street on Nov. 5 and 2213 25th Street on Oct. 15. Both were informational presentations only, with no approval sought at the hearing.

Why it matters

SB 423 (Government Code Section 65913.4) lets qualifying housing projects skip discretionary review, but the agendas show a required step first: a notice of intent, a Commission informational hearing and tribal consultation before a formal application can be filed. Sponsors may file only after reviewing public testimony. For small-lot builders, the agendas show how much of the timeline sits before the application even starts.

The numbers

  • 3832 18th Street (case 2026-005541PPS): the project would alter an existing single-family dwelling with a two-story vertical addition and a new unit in the front building, plus a detached accessory dwelling unit at the rear. The notice of intent was submitted June 22, 2026 and accepted Sept. 11, 2026, 81 days later by our count. The item was continued from the Oct. 8 hearing.
  • 2213 25th Street (case 2026-008434PPS): the sponsor proposes demolishing a two-story single-family home and building a three-story-over-basement residential building with three units, in an RH-2 district with a 40-X height limit. The notice of intent was submitted Sept. 23, 2026.

What’s next

After tribal consultation, each sponsor may submit a formal application. Neither agenda records any approval, and the filings are proposals. Neither shows a named developer firm, so we track them as Planning Department items. See other Bay Area filings on our San Francisco market hub.
