The City of Austin issued Swinerton Builders a building permit on Oct. 16 for a four-story affordable housing building with 90 units at 8801 McCann Drive in north-central Austin. Permit 2026-136577 BP is filed under the city’s SMART Housing program, with Swinerton listed as both general contractor and applicant.

Why it matters

SMART Housing trades fee waivers and expedited review for income-restricted units. This permit went from a Dec. 29, 2025 application to an Oct. 16 issue date, under 10 months through commercial expedited review. The work redevelops an existing site in council district 7. For subcontractors and suppliers, it is an active Swinerton job with a fixed permit clock.

The numbers

  • 90 dwelling units, plus a leasing office and a learning center, in the first of two connected fire areas.
  • 120,233 sq ft of new construction across four stories.
  • $245,000,000 is the total job valuation entered on this permit and repeated, unchanged, on four sibling permits (2026-136578 through 2026-136581 BP). The building, electrical, mechanical and plumbing valuation fields on each read $1.
  • Spread over this building alone, $245M would be about $2,040 per sq ft. Read it as a project-level figure the applicant entered, not the cost of these 90 units.
  • Travis Central Appraisal District property ID: 0244070821.

No sale price or loan amount appears on the permit, and the record does not name the property owner.

What’s next

The permit expires April 15, 2027, unless work advances to its next inspection. The four sibling permits will show the rest of the site scope as they move. The permit lands the same week Austin’s housing finance arm weighs $21.1 million in affordable housing loans for five other projects. More Austin activity is on the Austin market page.

On the record

Primary record

  • Public recordPermit 2026-136577 BP and four sibling permits (2026-136578 through 2026-136581 BP) each carry the identical $245,000,000 total job valuation while their building-level valuation fields read $1, so the figure is a shared project number, not this building's costView the record on abc.austintexas.gov
