Staff backs 37-acre master-planned rezoning on Potranco Rd

San Antonio staff recommends approval of a 37.327-acre master-planned rezoning on Potranco Rd and a five-unit infill case on Burnet St. Both were on the Zoning Commission’s Oct. 6, 2026 docket, and only City Council decides.

Why it matters

San Antonio’s Zoning Commission had two development-scale cases on its Oct. 6, 2026 docket, and staff recommended approval of both. One is a 37-acre master-planned request on the west side. The other is a five-unit infill rezoning near downtown.

Case Z-2026-10700150 (agenda item 4, Council District 6) covers 37.327 acres out of NCB 18233 at 8000, 8030 and 8100 Potranco Rd and 1 Sony Place. The site is zoned C-2 commercial and I-1 general industrial. The request is MPCD, a Master Planned Community district, with uses permitted in O-2 High-Rise Office District and Processing.

For a developer, MPCD is the district to watch. It would replace by-right commercial and industrial entitlements with a plan-specific set of uses on a large tract. The agenda does not name the applicant, and we are not naming one.

The numbers

Staff recommends approval of Z-2026-10700150, and the agenda ties it to plan amendment PA-2026-11600059. The site sits under the Lackland Military Lighting Overlay (MLOD-2, Region 2) and an Airport Hazard Overlay District. Those overlays carry over to the proposed district.

Case Z-2026-10700181 (item 10, Council District 2) asks to move Lot 10, Block 10, NCB 1330 at 1911 Burnet St from RM-6 residential mixed to IDZ-2 Medium Intensity Infill Development Zone. The request is “uses permitted for five (5) dwelling units.” Staff recommends approval. The lot is in the Martindale Army Airfield lighting overlay.

The agenda gives acreage for the Potranco case only. It gives no unit count or square footage for the Potranco site.

What’s next

A Zoning Commission vote is a recommendation. Only City Council decides. We checked the agenda and our land-use wire and found no Council hearing date for either case. The commission’s Oct. 6 outcomes are not yet posted in the record we could load.

Both cases are proposals, not approved projects. Developers with interest in the Potranco corridor should pull the plan amendment PA-2026-11600059 alongside the zoning case.
