Chicago’s Plan Commission will take up two linked filings on November 19 that would redraw the planned development covering the Sheridan Road corridor between Surf Street and Diversey Parkway, and for the first time fold the landmarked Elks National Memorial into that zoning envelope as its own sub-area.

Both items are filed by 2800 Sheridan Land LLC, the applicant of record for the superblock. The first asks the city to amend existing Planned Development No. 1019 to remove its Sub-Area 3. The second is new: a Lakefront Protection Ordinance application, No. 805, paired with a fresh Residential Business Planned Development that would make the Elks National Memorial parcel at 2714-2750 N. Lakeview Avenue into Sub-Area A of the new PD, alongside 2800-2828 N. Sheridan Road. Both items remain proposals as filed and have not gone to a Plan Commission vote.

The Sheridan Road address overlaps with a site Urbanize Chicago has tracked since early 2026: a 28-story, roughly 324-foot apartment tower with 355 units, retail, office and medical space, credited to Chicago Development Partners and Continuum Capital. That project cleared a demolition permit in July and remains, in Urbanize’s own tracking as of late July, still needing city approval, consistent with a filing now headed to the Plan Commission.

Why it matters

The Elks National Memorial, a Beaux-Arts rotunda the city landmarked in 2003, has sat on Lakeview Avenue for close to a century as a freestanding veterans’ monument. Pulling it into a Planned Development alongside an active apartment-tower site, and triggering a Lakefront Protection Ordinance review because of its proximity to the lake, puts a protected landmark inside the same zoning conversation as new residential construction for the first time on record. The filing spans the 43rd and 44th Wards, meaning two aldermen and both the Lincoln Park and Lake View neighborhoods have a stake in how the sub-areas get redrawn.

The numbers

  • Two linked Plan Commission items, agenda IDs tied to the November 19, 2026 hearing.
  • Two wards: 43rd (Lincoln Park) and 44th (Lake View).
  • One existing PD (No. 1019) losing a sub-area; one new PD gaining a landmark as Sub-Area A.
  • Adjacent site tracked by Urbanize Chicago: 355 apartments, 28 stories, roughly 324 feet, demolition permit issued in July 2026.

No acreage, project cost or unit count appears in the Plan Commission agenda language itself for either item; the figures above for the adjacent tower come from outlet tracking, not the filing.

What’s next

The Plan Commission hears both items on November 19. Neither has been approved, and the agenda language does not disclose a construction budget or total square footage for the new PD. The city has not disclosed who stands behind 2800 Sheridan Land LLC beyond the applicant-of-record name on the filing. The American Developer will follow up once the hearing produces a vote or the ownership behind the LLC surfaces in a recorded deed. More on the market at Chicago.
