Alameda’s Planning Board will hold a public hearing on Nov. 9 on a use permit and design review that would let Oakland Roots and Soul SC install modular stands and stadium lighting at 1150 and 1220 Harbor Bay Parkway. The city’s agenda describes up to 27 professional soccer matches a year with up to 8,000 attendees per match, plus several smaller sporting events. The board has not voted, and the request remains a proposal.

Why it matters

The application, case PLN26-0281, is an interim match day venue: temporary stands, lighting and associated facilities rather than a permanent stadium. It gives the club a possible home site on the Alameda side of Oakland San Francisco Bay Airport’s approach area. For Bay Area developers and builders, it is a live test of how a city handles a large, short-cycle assembly use on commercial land near an airport. Related Oakland sports-site activity is covered in our Oakland Coliseum sale report and on the San Francisco market page.

The city’s agenda says state CEQA streamlining under Section 15183 applies because the project is consistent with the Alameda General Plan 2040 Update Environmental Impact Report (SCH# 2021030563).

The numbers

The Planning Board agenda (item 5-C, file 2026-6448) lists up to 27 professional matches a year and up to 8,000 attendees per match. The City Council’s Nov. 4 agenda (item 7-D) described the same site with up to 24 matches a year. The two public records do not match on the match count, and the difference is not explained in the agenda text.

The Council item asked for a two-thirds finding that the project is consistent with Public Utilities Code Section 21670 and the Airport Land Use Compatibility Plan for the airport, and that no other suitable site outside the airport influence area is available. The record we reviewed shows the item on the agenda, not its result, so we do not report an outcome.

What’s next

The Planning Board meets Monday, Nov. 9 at 7:00 PM in Council Chambers at City Hall, 2263 Santa Clara Avenue, and the city page links a live stream. The board may act on any listed item. We will update this report when the board acts.
