Austin City Council has a proposed resolution on its Oct. 22, 2026 agenda that would authorize Moore’s Crossing Municipal Utility District to issue up to $7.6 million in unlimited tax bonds. It is a proposal, not an approval.

Why it matters

Moore’s Crossing MUD sits in southeast Travis County, outside the core city. The district cannot sell bonds without the city’s sign-off under its consent agreement, so this vote is the gate.

For developers and land buyers in Austin’s edge districts, a MUD bond is the financing tool for the pipes and drainage that make lots sellable. The city’s file says the proceeds pay for water distribution, wastewater collection and drainage facilities, plus issuance costs. It names no developer or builder, and it does not say who is reimbursed.

The file lists no fiscal impact for the city. Bondholders are repaid through the district’s taxes, so the cost lands on property owners inside the district. The record we pulled does not state the tax rate.

The numbers

  • Amount: not to exceed $7,600,000, Unlimited Tax Bonds, Series 2026.
  • Remaining authority: voters approved $32 million in 1987. About $11.98 million stays authorized but unissued after this series, per the city’s summary.
  • District size: about 818 acres, roughly eight miles south-southeast of downtown and 1.5 miles south of Austin-Bergstrom International Airport.
  • Location: southeast of FM 973 and Elroy Road, extending east across State Highway 130.
  • History: the city agreement creating the district is dated March 13, 1986. The Texas Water Commission created it June 17, 1987.
  • Not on the page: tax rate, interest rate and the developer of record.

The item is marked Consent and Agenda Ready. The Water and Wastewater Commission reviewed it Oct. 14, 2026. The lead department is Austin Financial Services.

What’s next

Council takes up the item (agenda number 13, file 26-2890) at its meeting on Oct. 22, 2026, which starts at 10 a.m. CT. Consent items are usually passed together, but only council decides.

Attachments to read on the Legistar item page include the draft resolution, the bond order and the draft point of sale. The point of sale should show the tax rate.
