City of Austin registers $45M Colony Park roads and utilities job
The state filing puts dates on the site work that comes before homes and shops on the city land Catellus agreed to develop in 2024.
The City of Austin registered a $45.0 million site infrastructure project with the Texas Department of Licensing and Regulation on Oct. 15 for Colony Park Phase 1 Subdivision at 7900 Loyola Ln in northeast Austin. The scope covers clearing, new roads and sidewalks, utilities, retaining walls and stormwater ponds. For builders, it puts a start date on the work that has to finish before vertical construction on the city-owned land.
Why it matters
Colony Park is 208 acres of city-owned land that has been in planning since a 2014 master plan. Council amended the site’s PUD zoning on Nov. 30, 2023, in Ordinance 20231130-107. The city and Catellus/Banbury signed the Colony Park Community Development Agreement on Aug. 16, 2024. In July 2024, the board of Tax Increment Reinvestment Zone No. 20 adopted a final project and financing plan for public infrastructure on the site. Roads, water, wastewater and drainage have to be in place before lots can be sold or built on. This filing puts a state-registered cost and schedule on that work.
The numbers
TDLR registration TABS2027003649 lists an estimated cost of $45,000,000. That is a declared job value for the site work, not a land or sale price. The filing covers 9,060,480 sq ft, about 208 acres. The design firm is Civilitude LLC. The owner of record is the City of Austin, with its Financial Services Department as owner’s representative. The listed start is March 1, 2027, and the listed completion is Sept. 1, 2028. The form marks the project as privately funded, and no tenant is assigned. The filing does not say who is paying for the work.
What’s next
The registration is a plan, not a contract award. The dates can move, and a construction contractor is not yet named on the record. The 2024 agreement carries exhibits on backbone infrastructure and land takedowns, which govern how parcels move to the development partner. Builders interested in Colony Park should watch for the contractor award and for the first plats on the site.
