Frisco Finishes $83M Downtown Rebuild, 81% Funded by Voter Bonds
The city's release lists a five-story garage with free parking and a plaza at 8802 4th Street.
Frisco says its downtown reinvestment project is complete, at a stated cost of $83 million. The city held a celebration Oct. 13, 2026, and its release puts $67.5 million of the cost on voter-approved bonds.
Why it matters
Public money paid for nearly all of it. Using the release’s own line items, which add to $82.89 million, bonds cover 81%. The Frisco Economic Development Corporation and the Frisco Community Development Corporation supply most of the rest.
For builders and trade contractors, it shows how Frisco finances public work around its downtown: bonds for the heavy civil scope, development-corporation money for the amenities. The release names no contractor, and we found no contractor on the city page.
Mayor Mark Hill said: “I’m thrilled to see this Rail District centerpiece come to life!”
The numbers
The release lists the scope as follows:
- Elm and Main Streets rebuilt from 1st Street to North County Road
- A new five-story garage with 450 free spaces
- 4th Street Plaza at 8802 4th Street, with a permanent stage and restrooms
- A new 12-inch water line and an underground storm water system
- 65 trees on Main Street and 164 around the plaza
Funding, per the release: $67.5M in bonds, $10.9M from the Frisco Economic Development Corporation, $1.66M from the Frisco Community Development Corporation and $2.83M from other sources. The release does not state the bond election year, so we do not.
What’s next
The release says the plaza has room to expand west to 3rd Street. It gives no schedule, cost or funding source for that expansion, so treat it as an intent, not a project.
A city leader quoted in the release called it a 13-year journey from idea to completion. Anyone eyeing nearby parcels now has a finished garage and streetscape to underwrite against. For other Collin County activity, see our Dallas-Fort Worth coverage.
