KDC registered 11 Project Eagle filings with Texas regulators on Oct. 14, 2026, covering seven buildings, three garages and a central utility plant in Plano. The buildings are filed at 5500 Legacy Drive; the garages and plant sit on Alexander G. Bell Boulevard.

The owner on every record is KDC Legacy Eagle HQ Development One, LLC, with a Dallas address. The filings say the work is privately funded.

Why it matters

Eleven registrations on one day mean design is far enough along for contractors and subs to price work now. Construction firms, MEP trades and garage specialists can see the package sizes before any bid list circulates.

The TABS records name no tenant. The Building 4 record lists the tenant as “Not Assigned.” Propmodo reported in May that KDC is developing AT&T’s roughly 2M sq ft headquarters nearby on Legacy Drive and that Plano approved a $20M incentive tied to the project. The filings themselves do not confirm that link, and the address differs from the 5400 Legacy Drive address in that report.

The numbers

We summed the eleven records: $1,052,300,000, or $1.05B. By type, the seven buildings total $704.9M, the three garages $271.6M and the central utility plant $75.8M.

Building 4 is the largest at $201M and 679,000 sq ft of office space with an entry lobby and support areas. Work starts Dec. 1, 2026 and ends Mar. 31, 2029, per the filing. Garage C is next at $120.1M (record), then Building 1 at $115.4M (record).

What’s next

All eleven filings list the same window: construction from Dec. 1, 2026 to Mar. 31, 2029. That points to one campus-wide start rather than phased buildings.

Propmodo’s May report said final City Council approval was still required. We have not found a council record showing a decision. Track the Plano agenda and the remaining TABS filings for tenant or contractor names. More on regional activity is on the Dallas market page.
