The Los Angeles City Council voted 11-0-4 on Oct. 21, 2026 to adopt Council File 26-1081, rejecting neighborhood appeals and upholding the Planning Commission’s approval of an 814-unit project at 12501-12665 West Ventura Blvd in Studio City. A separate question this outlet raised in its Oct. 19 coverage of the case is also now answered: the long-anonymous applicant, Studio City Sports Center LLC, is a joint venture of Genton Property Group, RC Development and Torino Companies, now branding the project Riverwalk at Studio City, per Urbanize LA’s Oct. 23 report.

Why it matters

Council’s adoption beats back three distinct appellant arguments, a zoning violation claim, a public safety claim, and a challenge to the project’s CEQA exemption under AB 130, in a single vote. For developers, that is the harder test: a density bonus project built to outpace a site’s own prior entitlement (the 520-unit Midwood plan the city approved here in 2024) survived a full appeal process intact. The unmasking matters separately. An applicant name that drew no confirmed ownership record for a year is now three identifiable firms, which resolves the anonymity this outlet flagged as unusual in its prior reporting and gives other builders a named precedent to study rather than a blank LLC.

The numbers

The adopted plan calls for 814 residential units, including 46 reserved for very-low-income households, plus about 76,000 square feet of commercial space across buildings ranging two to seven stories, replacing existing commercial structures on the parcel. The project includes more than 800 subterranean parking spaces across four levels and preserves a 1950s bowling alley sign on the site. The joint venture is contributing $675,000 in community benefits. Four council members were absent from the 11-0-4 vote. The case is tracked under CPC-2025-5697-DB-PR-SPPC-MCUP-VHCA and VTT-84453-2A.

What’s next

The Council’s action adopted the item “subject to reconsideration pursuant to Council Rule 51,” the standard window that lets a member who voted with the majority move to revisit the decision before it becomes final. Barring a reconsideration motion, Riverwalk at Studio City now holds the entitlement that the 2024 Midwood approval on the same site did not carry forward.
