San Francisco’s Department of Building Inspection has logged a new filing for an 8-story, 36-unit residential building at 3700 California St in Presidio Heights, with a declared project cost of $93 million. The filing, submitted Sept. 28, 2026, is pending DBI review and has not been approved or issued. The address sits inside the roughly 4.9-acre former California Pacific Medical Center campus that developer Prado Group has been working to remake into a larger residential community since acquiring the entitled site in late 2022 for more than $50 million.

Why it matters

Prado Group’s broader plan for the CPMC campus, which cleared city review and a conditional use authorization with no appeal filed by mid-2025, calls for roughly 492 homes split across four multi-family buildings, 15 single-family houses, and assisted living and memory care units. A new building permit at 3700 California St fits the pattern of that approved master plan moving from entitlement into individual construction filings, a sign that the long-stalled hospital-site conversion in San Francisco is advancing building by building rather than all at once. Public ownership records tied to the campus list the holder of the parcels as California 3700 LLC.

The numbers

The permit, number 202609288686, describes, verbatim, “construction of a new 8 story over 3 basement, type i-a, residential - mixed use building with 36 residential dwelling units.” The filer declared a project cost of $93 million. That figure comes from the permit application itself, not a sale price, loan amount, or appraisal. The parcel carries assessor’s parcel number 1016/002, in Supervisor District 2.

What’s next

The filing remains under DBI review and carries no construction timeline. A Board of Supervisors resolution on the broader campus noted that, as of early 2026, the city and the project’s ownership entity had not yet executed a development agreement covering the full CPMC site. Whether work starts at 3700 California St depends on this permit clearing review and on the broader campus build-out continuing on the schedule Prado Group has outlined to the city.
