Galveston County logged four Texas Department of Licensing and Regulation building registrations in four days this month, totaling $35.6 million in institutional and public construction. The biggest piece is a $16 million cosmetology and culinary center at College of the Mainland in Texas City.

Why it matters

Four filings from one county in a single week give subcontractors and general contractors bidding public work in the Houston region a clearer read than a lone permit: several Galveston County public owners are moving projects into the state pipeline at once. The College of the Mainland job, registered October 5 under TDLR project number TABS2027002772, is the largest of the four and the one with a published scope: a renovation of the existing PSC building plus a new one-story addition for the college’s Cosmetology and Culinary Center, 32,000 square feet in all at 1205 N. Amburn Road in Texas City. The other three, a Galveston fire station, a road extension, and a Clear Creek ISD school renovation in League City, round out the week’s total and show the volume is spread across city, county and school district owners rather than one outlier.

The numbers

TDLR’s registration for TABS2027002772 lists College of the Mainland as owner, an estimated cost of $16,000,000, a start date of September 8, 2026, and a completion date of December 7, 2027. The design firm is RDLR Architects of Houston. The filing carries the standard public funds disclosure that accompanies tax supported work. Three more Galveston County filings landed in the same week: Galveston Fire Station 2 at $8,290,000 (registered October 8), a Hobbs Road extension at $6,000,000 (October 6), and Clear Creek ISD’s League City Intermediate School renovations at $5,344,048 (October 6). Added together, that is $35,634,048 across four owners in four days, a figure drawn directly from the TDLR TABS registrations rather than any single press release.

What’s next

College of the Mainland’s center is scheduled to run through December 2027, so bid packages tied to the addition and renovation should follow in the coming months as the college moves past the registration stage toward construction. For contractors scanning the broader Houston market, the more useful signal is the county-level total: four institutional owners filing in one week is worth tracking against Galveston County’s typical monthly pace, and a repeat next month would mark a real acceleration rather than a one-time cluster. The Houston market hub carries the rest of this week’s regional filings as they register.
