Prosper Approves $2B Venetian Village on Dallas North Tollway
Public record FOX 4 News
Prosper Town Council unanimously approved rezoning for Blackard's $2B, 143-acre Marco village at the Dallas North Tollway and US 380.
The Prosper Town Council voted unanimously Oct. 27 to approve rezoning for The Marco, a roughly $2 billion, 143-acre mixed-use village developer Jeffory D. Blackard plans for the northeast corner of the Dallas North Tollway and US 380. The Italian and Venetian-themed plan is built around a 15.5-acre man-made lagoon, with offices, shopping, up to two hotels and housing.
Why it matters
For developers working the DNT/380 corridor, the vote shows Prosper’s council will move fast and unanimously on a large, retail-and-residential-anchored mixed-use plan while it has recently gone the opposite way on industrial-style uses. Seven weeks earlier, White Rose Partners withdrew a $500 million data center bid in Prosper hours before a council vote, after the Planning and Zoning Commission recommended denial 7-0; see our prior coverage. Read together, the pattern is a town actively curating what lands on its remaining frontage along the tollway, not one resistant to scale. For land brokers in Dallas-area suburbs, proposed use and design now look like the variables that matter most on this corridor, more than acreage or dollars.
The numbers
Blackard Companies’ plan covers 143 acres at an estimated $2 billion investment, a figure a project representative gave. Town Manager Mario Canizares called it “a very important project, the biggest in the town’s history.” That approval stands in contrast to the 7-0 Planning and Zoning denial recommendation that preceded White Rose Partners’ withdrawal of its 225,000 sq ft, $500 million data center proposal in the same town in September.
What’s next
The rezoning sets the entitlement framework for The Marco. A project representative told Community Impact that construction on the lagoon and site-wide infrastructure is expected to begin in late 2027. Blackard said in a statement after the vote that there is a lot of work ahead. Site plans, infrastructure agreements and a phasing timeline are the next filings to watch at Prosper’s development services office.
