The state filing beats the permit, and the city has not yet picked a builder.

The City of Texas City has registered a new $10.3 million fire station with the state, the clearest early signal yet that Fire Station No. 5 is moving toward construction. The Oct. 22 filing with the Texas Department of Licensing and Regulation lists the City of Texas City as owner, an 11,900 square foot building at 3900 FM 2004 in Galveston County, and a total estimated cost of $10,318,000, funded with public money on city-owned land.

Why it matters

A TDLR TABS registration is the earliest public record of a Texas construction project’s owner and budget, filed before any building permit surfaces, and it is how a general contractor or subcontractor bidding this market gets the first real look at scope and dollars. Here the state filing confirms the number before a permit does, but it names no architect or general contractor yet. Both fields are marked not assigned. A companion listing for RFP 2026-011, the city’s Construction Manager at Risk solicitation for the same address, shows the builder selection is still an open competitive process rather than a done deal. For the construction audience, that means the bid is still live: the city has committed the budget and the land, not yet the contractor.

The numbers

The registration pegs the project at $10,318,000 for 11,900 square feet, about $867 per square foot that reflects a fire station’s apparatus bays, living quarters and emergency systems rather than typical commercial space. TDLR lists a construction start of Jan. 4, 2027 and a completion target of Jan. 4, 2028, a 12-month build window. The filing records no architect of record.

What’s next

The CMAR procurement determines who builds Texas City’s newest fire station and at what contract price against the $10.3 million budget already on file with the state. Watch for the city to award that contract and for a building permit to follow the TDLR registration, the usual next step once a public project clears this filing. Firms tracking Galveston County public work can follow the rest of the pipeline on the Houston market hub.
