Minto Communities has registered a $9.0 million sales center for Latitude Margaritaville Galveston Bay, its planned 55-and-up community in Texas City, according to a Texas Department of Licensing and Regulation filing. The registration, filed under owner entity Minto Latitude GB LLC, covers an 8,000 sq ft building on the 5200 block of Emmett F. Lowry Expressway in Galveston County, with construction set to start Dec. 7, 2026 and finish Dec. 31, 2027.

Why it matters

A sales center registration is the first construction-cost record tied to a project Minto and Margaritaville Holdings have been advancing for more than a year: a 1,318 acre, roughly 3,500 home active adult community on Galveston Bay, the brand’s first in Texas. The Texas City Commission approved a planned unit development and development agreement for the site, clearing the path for Minto to move from approvals into the first physical phase, starting with a sales office.

The numbers

The TDLR filing lists a $9.0 million estimated cost for 8,000 sq ft of new construction, privately funded on private land. The broader community spans 1,318 acres entitled for about 3,500 residences aimed at buyers 55 and older, per the commission approval covering the Texas City Gulf Coast tract. No contractor or design firm is listed yet on the TABS record; both fields show as not assigned.

What’s next

Construction on the sales center is registered to start Dec. 7, 2026 and finish Dec. 31, 2027, putting a sales office in front of buyers by the end of 2027. Minto has not filed TABS registrations yet for home construction or amenity buildings on the larger tract, the next records to watch as the Houston market gets its first look at how fast the Margaritaville brand scales outside its longtime Florida and South Carolina base. A related Texas City registration, a new fire station the city filed recently, shows the municipality is already building ahead of the growth the Galveston Bay community is expected to bring.
